Michigan to Enforce New Energy Code for Commercial Building on April 22, 2025
The State of Michigan has officially approved and filed the new energy code that will go into enforcement on April 22, 2025. This code impacts all commercial construction. If you need to pull a commercial permit for building, mechanical, electrical or plumbing this code is required.

New Commercial Code:

ASHRAE 90.1-2019 with (1) Amendment (Section 9.1.2 Lighting)

Significant Changes:
The most significant change is Functional Performance Testing
- Functional Performance Testing (FPT) is required for:
- Projects starting in the design phase
- Building envelope
- MEP systems
- Energy monitoring systems
- Energy Monitoring is required for all new buildings (Electric [with breakouts], Natural Gas, Steam, etc.).
- Outlet control via occupancy sensors in several commercial use types.
- Across the board improvements to insulation requirements, MEP equipment requirements, etc.
- Expanded controls requirements.
- Energy Recovery Ventilators (ERVs) are required in all dwelling units.

There are two phases, Functional Performance Testing plans start in the design phase and the execution of this plan happens during construction and testing.
